As I read in Viz many moons ago, that's an easy one.

It means Paras hasn't seen the notice at the top that says All times are UTC [DST].

He needs to go into his User Control Panel, Board preferences, Edit global settings and set "Summer Time/DST is in effect" to No. ;)
